The ASS consists of 4 sections: the Administration Section, Finance Section, Procurement Section, which support the overall functioning of the department, and the Govt. Chadrig Section catering to the service for all National functions and meetings, etc.
- Monitor the implementation of rules through reports from procuring agencies.
- Provide annual reports to the Secretary, Ministry of Finance.
- Propose improvements to procurement rules and supporting regulations, guidelines, and documentation.
- Develop and promulgate regulations, methodologies, guidelines, and standard bidding documents.
- Act as a focal point for enquiries regarding public procurement.
- Provide advice and guidance on procurement rules and regulations.
- Commission studies and research on procurement.
- Coordinate national procurement capacity building.
- Liaise with governmental organizations to develop procurement professionalism.
- Facilitate policy for the use of information technology in procurement.
- Develop advanced electronic procurement mechanisms.
- Administer procurement review mechanism.
- Act as the counterpart for procurement issues with donors or investors.
- Disseminate international procurement developments and best practices.
- Conduct procurement workshops, conferences, and seminars.
- Develop and promulgate procurement code of conduct addressing ethics, conflict of interest, personnel management, and training.
- Develop and promulgate regulations, methodologies, and guidelines for central procurement.
- Formulate and manage central procurement policy and guidelines.
- Formulate government property management policies and manage standards.
- Conduct public auctions for disposal of government properties.
Integral part of Ministry of Finance since inception; consists of artisans producing traditional artifacts essential to preserve Bhutanese heritage.
Oversees maintenance and construction of government buildings, palaces, royal gardens, and significant state structures. Provides technical services during National Assembly and National Council sessions.
